 Shakari Byerly 

Shakari Byerly joined Fairbank, Maslin, Maullin & Associates as a Researcher in 2007. Ms. Byerly has more than a decade of experience in local and state policy-making and political strategy, with emphasis on California public policy issues. Her expertise includes political reform, civic engagement, K-12 education and education finance, public finance, and water policy. She also has significant experience working on political campaigns, including issue initiatives and candidate races.

 

Prior to joining FMM&A, Ms. Byerly served as a Policy Analyst at the Center for Governmental Studies in Los Angeles. As the manager and lead researcher of the California Governance Project, she frequently provided expert testimony to the California State Legislature and was responsible for examining and crafting solutions to “critical democratic infrastructure” issues confronting the state, including redistricting reform, statewide ballot initiative process, campaign finance reform, term limits, the recall and referendum process, budget process reform, and state-local fiscal relations.

 

Previously, Ms. Byerly served as a Regional Field Director for the California Democratic Party. Notably, her leadership in voter targeting and field canvassing strategy resulted in the second highest regional voter turnout statewide during the 2004 general election cycle. Prior to this, Ms. Byerly worked as a Policy Consultant to State Senator Mark Ridley-Thomas and State Assembly Member Jackie Goldberg, respectively.  

 

Shakari Byerly received her Bachelor’s degree, Cum Laude, in Government from Dartmouth College. She received her Master’s degree in Public Policy from the UCLA School of Public Affairs.
