Richard Bernard, Senior Vice President,
joined FM3 Research after being on the faculty at the University of Toronto from 1999 to 2002. Dr. Bernard has written surveys,
conducted focus groups and provided strategic advice for a diverse set of clients
including government agencies, non-profit groups, for-profit firms, and labor
unions.
Dr.
Bernard has been the lead researcher on projects examining resident
satisfaction with local government services, the feasibility of passing ballot
measures for government revenue enhancements, public perceptions of
government sponsored social service programs, branding development of
public agencies and for-profit firms, and public responses to real estate
development proposals.
Dr.
Bernard’s public opinion research efforts have helped ballot measure
campaigns raise billions of dollars for transportation improvements, clean
water and open space protection and school and public safety funding
initiatives. Through this work he
has developed an extensive knowledge and expertise facilitating the passage
of ballot measures instituting sales and parcel taxes, bonds, utility user
fees, and property owner fees.
Past
clients have included the American Chemistry Council, California Federation
of Teachers, California Pacific Medical Center, California Transit
Association, First 5 Fresno, L.A. Care Health Plan, Los Angeles County
Metropolitan Transportation Authority (Metro), The Los Angeles County Flood
Control District, Metrolink, NBC/Universal, Resources Law Group, St. John’s Hospital, Service
Employees International Union, The Beverly Hilton, The Nature Conservancy, Walt
Disney Company, and Waste Management.
While
at the University of Toronto, he taught research methods
and statistics and within his research dealt frequently with issues related
to cities, employment, ethnicity, and families. He has published in such journals as East
Asian Pacific Migration Journal, International Migration Review, and the
Canadian Journal of Sociology. Prior
to joining the faculty at University of Toronto, Dr. Bernard was a
post-doctoral fellow at The University of Chicago where he both designed
and tested quantitative and qualitative surveys related to family, work and
educational issues.
Richard Bernard received an Honors B.A. at York University, a M.A. at McGill University and a Ph.D. at UCLA in
